Can`t download file. I think this is a security issue with explorer?

I have just done a system restore, and lost a file, I have been given a username, and password to access the file through the internet, but it will not accept it. However if I go to me other computer I can get straight, in does anyone know why?

follow this step..

go to internet settings%26gt;

go to security tab..

click custom settings

find downloads option.. then

click the button of enabled

be sure you are log on to administrator.. if not it could be unaccessible..
