I want to try a free virus protection service (AVG) mainly because Norton makes my computer slow as s@#*. If AVG fails, can I reinstall Norton, or is the CD one install only?

I switched to AVG from Norton Systemworks 2006 and am quite happy with the change. AVG has done everything one would expect from a good antivirus program. In fact go to http://www.download.com and read the publishers description, the tech review, and the user reviews to further evaluate it.
Be careful with Norton. I rebuilt my hard drive twice after the initial install and Norton shut me off from using my $80 copy of Systemworks based on "too many installations" even though I only installed it on the same PC. Based on their position I have discontinued buying or using their products after about 10 years of purchasing it faithfully.
Additionally, you are correct and the experts agree with you. Both Norton and McAfee are resource hogs and will slow down your PC drastically.

You can absolutely reinstall Norton a second (or third, fourth, etc) time. As long as you have the license key that you were provided with and as long as you're not installing it on more computers than you are licensed for, you should have no problem at all.
