You can dial your phone with your computer though.

Best to use two tin cans and a string :)
if you have a modem attached to the computer
You can use any of the shareware software available to do that, and you don't need a pro.

Try "Symantec PC AnyWhere", this is good program that can remote control a PC remotely and securely.

To avoid Internet, intranet could be a better solution. You can dial to your PC from another PC connected to a phone line. Better ask a professional since novice handling may result in mess.
Yes, you can. If you have a modem on your home PC, just set it up to receive incoming calls.
yes you can
You need good old PC-to-PC modem connection.

I am not sure that there exist such software for Windows but there are tons of DOS/UNIX programs to do it.

You need Client software at your desktop at home and Server software at your workplace. AFAIK, Norton Commander is able to htlp you.
you need a dedicated phone line for your office computers modem. you need to set it up to answer and have some security built in. You need to have software to allow you to connect. My guess is that your IT department will not set this up for you for a lot of reasons. VPN truly is a better, more secure, solution. Ask your IT staff about that....
can just plug in the telephone cable
try yahoo phone in service
Yes you can do this but there is more information that is needed. Your office PC must be either hooked up to a server that has a access server capable of receiving phone calls attached or you need to buy a device for your computer in your office to enable it to receive phone calls an answer accordingly. You may have this device (modem) already built into your PC.

So what you want to do is technically feasible but other things should be checked out.
You can but it will be very slow through a dialin modem.

Get a fast internet connection (DSL or cable), put a good firewall on the PC (Kerio or an external router), then install a virtual private network between your office and home (OpenVPN). Nobody can access your computer while you see it from the office as if it was fully open.

This is safe and fast. I run this here for years.
