I click where it says and it pulls up windows security center and my firewall is already set to on. yet i still get that message. is my firewall on? how do i fix it? help please.

Get another firewall, install it and remove the one you are using. Perhaps this may resolve the problem.
Click "Start" then click "control palen"

double click "Security Center"

and click ON
